I know that Bungie announced Halo 3: ODST would use the same graphics engine as Halo 3, but it really seems that ODST looks a lot better than Halo 3 graphics wise.

Is it possible to bump up the current engine to make it look like this?

They probably just updated the current Halo 3 engine.
I also noticed it looks much better than Halo 3.

You, like many many others, are a casual a gamer. I know this because people who understand competitive gaming know that having a "god weapon" is vital to competitive play. Reach's sandbox makes you choose a weapon and stick to it's niche. But when you have a dominant all-purpose weapon, you are free to move around the map. When you can navigate the entire map, you are suddenly given many more options strategically, and being able to find the best option is indeed a skill.

I would imagine they updated it a bit before starting.

Yeah they probably just made some updates to it.
also trying to compete with GoW2 new campaign levels,with them beating Halo 3 in graphics.

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

Same thoughts here. When I first saw the trailer, I was all like "Is this even Halo 3?" It looked too good.

technically speaking it would be possible for them to "bump up" a couple of components of the engine. But it is possible that they are using the exact same engine that halo 3 used, just with different effects and techniques. (texturing) (light mapping) (bump mapping) so on
