Reach was the only good book and it was only good because it was a Halo tie in. Everything after was garbage, I didn't read the newer one though(just assuming it was garbage)

Well there have been thousands of 'Arbiters' so it depends which one you are talking about.

That's what I never understood as well. When the Arbiter we see in Halo 2 broke away from the Covenant, why did he take the armor they placed on him and the title it carries, isn't he just respecting the position they put him in and continuing their title.

It's obvious which one I am talking about...the one that was there.

He keeps it for symbolism. He was given the role and the mark of shame because he screwed up. Mark of Shame makes him an outcast, which fits his current role...the Arbiter Armor is legendary and gives him status and respect amongst the Elites. It's also possible that the Arbiter title isn't a Prophet or Covenant invention but something created by the Elites themselves.

They mean the halo trilogy arbiter, he would have been some kind of fleet admiral on reach.

Yeah that one, he will be the main "bad guy" most likely but there is no chance you will come face to face with him i don't think.
