As the title says really, will this be the first Halo game without the flood?
Now, they could be incorporated as it depends when exactly the campaign runs as flood did reach earth in Halo 3.

Also I doubt Reach has the flood in it either, given how Humanity's first encounter was on Halo 04 (at least until Halo Wars screwed that over).

So could be now see Halo games without flood, or do you think Bungie will put them in somehow?

No, it wont. The Flood was featured in Halo 3. This is a campaign expansion to Halo 3. So while the Flood might not appear in the campaign, it might make a sneak appearance in Firefight and beyond that, there's still Isolation and Cold Storage...

You could argue that the multiplayer is Halo 3's. But this is a campaign expansion for Halo 3 that can be played stand alone. So if you consider it a full game, the Flood is in. If you consider it to be an expansion, then it still doesn't qualify as the first Halo game not to feature the flood.

I really need to get out more. =P

well it takes place during the events of halo 2 when the covenant first found earth by accident (tht gave me lulz) and seein as the flood dont come to earth til halo 3 i doubt we will see them but you never know til you buy the game

The Flood will probably not be an enemy, I just don't see how they could possibly fit them in withought blowing away the plot, or sending the Rookie to another world.

Well its a stand alone expansion. It is still Halo 3 so its not the first game without the Flood. Just the ODST Campaign, very likely it'll be the first with no Flood.

I think it's good if it doesn't have the flood in it. They just don't have the surprise to them any more or the panic like in Halo CE.

Putting them it would just be doing so for the sake of it.
