I actually agree with you that it could be a possibility. Here are some valid points I've been hearing.
1. In Halo 3, elites were allies. It wouldn't make sense going back to having them enemies (ODST you are against the brutes, who are still enemies)
2. Stuart Beattie (wrote G.I Joe and Pirates) wrote a script during the writers strike in 2008 and presented it to Bungie. He originally called it Halo: the Fall of Reach, just like the book
3. Bungie loves being secretive. This whole multiplayer beta thing seems a bit shady for a new game. I know they did it with Halo 3, but that was a continuation of a story we were used to. This could be a multiplayer beta for the next Halo game (not 4, they are done with "Halo" story lines) under the mask of Halo: Reach
4. It is rumored Fox started picking up the pieces again in terms of budgeting the movie in 2008. In fact, people are saying it is currently being filmed in New Zealand under the radar, and is rumored to be due out around the same time as this Reach game is supposed to be releases (these rumors were before E3)
5. Everyone is sick of prequels. If ODST and Reach are Bungie's next two games, that means we'll be waiting another 2 years for a new story telling us what the hell happened at the end of Halo 3 (Legendary Ending), which seems a little too long to keep interest in the franchise
I think its possible we see Halo: Reach as a movie, with the Halo 3 sequel dropping around the same time. That would definitely be a huge explosion for this franchise. I just don't think another prequel will keep interest unless a sequel follows it very soon.
