I like the theory, but I think he's refering to the ONI unit. The admiral say "didn't think you S1 types ever left your cave." That's definitely a reference to an intelligence unit. During WWI the British had a Military Intelligence unit in Blectchley Park (Station X), which was tasked with decoding German encrypted radio communications (Project ULTRA) They were the ones that deciphered the Enigma Machine. This work required them to stay indoors for a large period of time. The British also had Military Intelligence field units, like the SOE, who were tasked with covert missions (black ops- such as the assassination of Reinhard Heydrich and the sabotage of German heavy water plants in Norway). Dare is definitely a field operative but the stereotype of MI (staying indoors for a large period of time) would compel the Admiral to make that comment.
