I just made a revelation about it earlier. A single marine does use the Flamethrower in Floodgate. To very poor effect. It's supposed to be a big, powerful, bulky thing. Which is why the turret is mounted and the Missile Pod was mounted in The Storm. But, looking at Firefight, I noticed something extremely important.
"They were unlucky enough to start the waves with Wraiths." So what does the guy who got on the turret do? Pulls it off and runs away. Bungie was very careful in their decisions not to allow you to dual wield or use equipment. So why would they allow you to use turrets? It's fully logical that an ODST could use a turret. It's not logical than a Spartan wouldn't use it well and be slowed down with it.
Knowing that a turret is a very effective tool but could randomly get blown off the mount by a random shot, Bungie decided to keep the ability to pick them up. A perfectly good compromise when you think about the random waves in Firefight and how weak ODSTs already are.
