1) They're probably the first troops to get the VISR tech, plus Master Chief was on Halo at the time. EDIT: The Master Chief does not use stealth and therefore has a flashlight. ODSTs are more subtle and also need equipment that doesn't give away their position

2) The UNSC has different weapon models and Bungie chose the magnum for gameplay balancing

3) Again, different models of weapons

making a gun stronger doesn't necessarily make it better and more balanced for the game. It would be like saying one bullet from the AR should kill a player because a one shot kill is best.

Wow?? You've completely missed the point of sequels, which is to bring in new features which make the original more awsome.

So, we had a health bar in Halo CE, wtf happened in Halo 2 and 3? Now MC has magic regenerating health which is utterly mind blowingly strange isn't it?

Why was the SMG not in Halo CE, or even the BR? That's completely stupid, they are practically the most used weapons in Halo.

How come the spiker is one of the most common weapons in Halo 3, but none of the Brutes in Halo 2 had it? Serious WTF Bungie.

I can make many more of these sarcastic remarks if you want haha

Well the AR and pistol were changed after Halo 1 in preperation for 2 and Xbox Live. They made the change to weak pistol, no AR {SMG, which did kind of work} to make it easier for the player to survive. When the AR returned, 60 bullets was WAY too much for multiplayer because with the effective ammunition in the AR, 60 could easily lead to a double kill and then, maybe , to a triple kill. The pistol was basically a slighty better ammo then Halo 2, but the scope was kind of a bad idea because of the Battle Rifle {which also replaced the AR in H2 by given the player a long range, highly effective weapon}

Either the above stated or maybe the UNSC has different weapons for different situation{ Quick missions= 32 round AR's} or the cost ratio came into the story and the newer versions were cheaper to produce{ H3 AR, SMG, pistol, etc,} I don't know, pick your prefered statement. I chose both of them.
