I am Katsu Kage, an assassin trained in the art of stealth. I was on a recon mission when I discovered a blue box hidden among some rubble. Once I entered the blue box it had taken me to a land far away. It was strange and fantastic! There I met PatikaVoom, the most beautiful woman I'd ever seen. She showed me this land, then returned with me to the blue box. She called it a TARDIS and seemed to know how to work it. We left together and have been on many adventures, with many more to come!

Probably not, it's just an asethetic just like the knife on the CQB armor in HALO 3...

It wouldn't surprise me if you got to use it for a bit while playing as Buck. Fans have been wanting a combat knife in Halo for a long time now and what better way to let them use one then sneaking up behind some unsuspecting grunts and jackals and cutting em down Sam Fisher style as an ODST. Seems like it would be a good stealth weapon in certain situations and ODST does have a touch of stealth games in it.
