Subject: Halo 3: ODST... Without Elites?

From what ive heard, that Halo 3:ODST takes place between Halo 2 and 1.
How come the brutes are like the elites? How come the elites don't have their place back as commanders of squads of grunts?
I just thought this was a little strange.

the prophets trust the Brutes more than the Elites in this time period.

so therefore, the brutes were the ones the prophets sent to occupy new mombasa

All the Elites got back onto Regrets carrier right before it made the slipspace jump. The Covenant left the Brutes behind to do some patrol work after the jump.

Keep in mind: The ODST's are landing during the same time that Regret makes a slipspace jump.

Keep in mind: The ODST's are landing during the same time that Regret makes a slipspace jump.

Elites are not here. The High Prophets at this point had decided that Brutes were better than Elites, and started to replace Elites with Brutes in major positions. The Honor Guard change occurs shortly after the events of Halo 3: ODST, but the Brutes being sent into New Mombasa is the first act by the Prophets to rid the Covenant of Elites.

No. Considering the fact that regrets ship goes into slipspace while you're in a drop pod, the elites are still on their side. Regret alive = Elites still part of covenant

The Elites went to Delta Halo with the Prophet of Regret after they left the city. Truth then sent his Brutes to occupy it.

they drop just as the covie ship in new mombasa is jumping in halo 2. when keyes orders to follow them.

The events of Halo 2 don't happen in a couple of days, its a few weeks (it takes a while to travel in Slip Space).
