you know how in H1 if you had a sniper and killed an elite right infront of another elite it wouldnt notice? its like tht.. combine that with the shadows from buildings which apparently hide you your an assassin
The A.I. in Halo: CE was also much less sophisticated than Halo 3's, and now Halo 3: ODST's....
I tend to agree though...I'm not sure if the silencer is actually going to be functional. As in, you shoot a sleeping Grunt with a silenced pistol or SMG, and none of the other sleeping Grunts wake up.
I think it just fits in with the ODST/Recon theme of the game: no more hardcore charging in all guns blazing...you have to be more tactical. I also think it was an "excuse" to change the characteristics of the weapons. The SMG is now more accurate and has a scope, whereas the Halo 2 and 3 SMG's just sprayed a cloud of lead. And the pistol....well, this will be the 4th time it's changed. Guess the UNSC can't make up their mind!
