I was wondering in halo 2 you fight in the city during the first attack. But there were no inhabitants of the city to be seen. I would think it is normal for people who live in the city to evacuate and running away from threats. But the MC only encountered Covenant and UNSC marines. Maybe it would be more realistic if there were people who are not military to be involved in the game.
What is your opinion on this?

Bungie's not keen on things like that, but it is a possibility during the day gameplay to deal with civilians.

No, they all died in the Slipspace rupture. The ODST's survived because of their drop pods.

On the level "The Storm" there were workers who helped Chief, so maybe something like that might happen in ODST.

It is my guess that those who weren't evacuated or did not survive the battle for New Mombossa, the events which preceded the slip space jump, we're either killed as a result of the shock wave generated by the slip space jump and/or are in hiding.

Well from the looks of things in Halo 2, before ODST, everyone had already been evacuated from the New Mombosa area so I highly doubt that bungie will go back on their already established setting and bring some non-coms in for you to worry about.

I don't think there was time to evacuate as you can see in halo 2: the first Assault Carrier went straight for earth to attack New Mombasa. People there would not have been alerted on time.
Also you can see the covenant attack force (15 ships under command of regret) are being detected while MC is on the orbital station.The station is little time after that attacked. So I dont think they would have got time enough to evacuate everyone. Now after slipspace it is presumed manny would die but not the whole city was destroyed by the slipspace.

Despite what you think the time frame may be the streets, even of the destitute outskirts, were devoid of human life, apart from the Marine's besieged activiites.

Remember, we are not dealing with a rational depiction of the future to come, but a fictional space opera where anything can happen if it benefits gameplay (which removing the fear of collateral damage does.)
