No, the Arbiter in H2 and H3 is not around as this happens after Halo CE....the Halo Wars Arbiter is dead

If they introduce another "inbetween" Arbiter it will not fit the storyline and confuse the already easily confused community

Im sure the community will come up with something daft like the Arbiter travelling back in time with Dr Emmot Brown in a Delorean

Well he was at Reach but he followed the Pillar of Autumn.

Well at least he knew the PoA had escaped from Reach in Halo two so I'm guessing he was there but followed, or was at Halo and got the news after wards.

Technically the Arbiter didn't exist then and there is not just one Arbiter there are many, The leader of the fleet that failed in Halo CE became the Arbiter in H2....which is way after the Fall of Reach

The Question would be, "Which Arbiter?" During Halo 2, we saw that there were multiple Arbiters, sacraficed for the Covenant for key missions, and to regain honour before a horrific death, and sacrafice. Much like the Spartan llls. The Arbiter may make an appearance but he would not the arbiter we know... He would be different, perhaps brutal like the Chieften, or unforgiving like the Prophets. All in all it would not be the Arbiter we know.

He was made the Arbiter, because he allowed the Chief to destroy Installation 04. The council wanted him dead, so they made him the Arbiter.

Yep spot on, I hope Bungie do not add another Arbiter as the easily confused community are still trying to come to terms with the fact there are two different planets in the Halo Universe let alone 3 Arbiters

Which is quite sad considering that even the most basic story offerings (Halo2) illustrate that there have been several Arbiters (Mausoleum of the Arbiter) and all three games have shown massive space travel at some point or another in all three games, meaning there are going to be more planets. I swear the general ignorance at times is astounding, if you listen to what is being said instead of just playing the game like another mindless shooter, there is actually quite a bit covered in the games.

Also, the attach on Reach didn't occur until 20 years after the Halo Wars story, how do you figure that the Arbiter from that game had any involvement?

I understand that there is only one Arbiter at a time...

The Halo Wars Arbiter dies before the hostile engagements at Reach... The Halo 2/3 Arbiter doesn't become an Arbiter until after the fall of Reach...

Why does that mean there can't be one in between?

The Arbiter is chosen from a short list of wrong-doers, and then sent on a suicide mission (or several, if he lives).

We are obviously in between Arbiters in this time frame, but that doesn't mean there wasn't another that we have yet to learn about!

Wrong.

Thel'Vadam (who later becomes the Arbiter) was involved with the Battle of Reach.

From halo.wikia.com:
As the Supreme Commander of the Fleet, he led the victorious Covenant forces at the Battle of Reach. As the battle ended, Thel ordered all ships within his command to follow the fleeing Pillar of Autumn.


Chances of him being in the game is possible. Of course at the time we can only speculate.

While it would be possible to work one in, as one was never mentioned, I don't see what the need would be. Besides in First Strike there was never mention of one, and considering the events of that story if there was one i'm sure it would have came up.
