Since we are going back to Halo 2 before the Elite rebellion, will the Elites be an enemy, or not show up at all? What do you think?

I think Bungie confirmed we won't be fighting Elites.

Elites are in Delta Halo, Protecting the Prophet of Regret. They are their protectors at that part of the story.

Sorry. Another thing is that in the timeframe of Halo 2, the brutes didn't have any shields and mostly were covered in hair, not metal. Were these Brutes just a prototype for the Halo 3 Brutes, or just were always supposed to have shields?

In halo 2 you did only meet the brutes at High Charity. I think they only uses shields when they are on a combat mission.

ok here it is all in one shot

This is a number of weeks after the initial jump which has given the Prophet or Regret plenty of time to remove the elites on Earth and Replace them with Brutes.

As for the reason as to why the brutes have shielding, the elites were stopping the brutes from having the best tech they could. When they rebelled the Brutes go access to more technology.
