Yknow, when I first saw the ODSTs running with turrets, I thought it was bull-blam!- too. But then I thought about it. It will definitely be stupid if you can use it in campaign, but in Firefight it does make sense. Think about it, you'd be on the turret, then one single wraith hit and you're dead/turret is broken and useless/or both. The turret would be useable for a very short time if you couldn't pick it up after it gets broken, and with the amount of Covenant coming at you it will be a deathtrap when stationary. I don't like the way it contradicts canon, but in the end I think Bungie had to make the hard choice but correct choice here. They could have made it moveable, but the fact remains that it would still only take one big hit and be useless. And as for the spartan laser, according to halopedia it only weighs 20kg, which is not that much of a burden for a fit and trained soldier, especially over the shoulder. It has no recoil, being a laser, so I don't see why they shouldn't use it.
When it comes down to it, there are alot of inconsistencies with the canon with regard to ODST abilities. The player who wants a true canon experience has to exercise restraint and not do what a real ODST wouldnt, e.g turrets, using beatdowns, play on higher difficulties etc. That's really the closest you'll get to a canon experience.
