OK, lets search through the list and scratch out what you want to be changed and what should be changed.
1. This isn't Call of Duty 4. People should get more for what they paid for. There are still plenty of playlist that you can play if you don't have the new maps.
2. This is a problem pretty much when trying to hit the host in a semi-laggy game. The host is literaly just a step ahead of you while he looks like he got shot in the head. It happens sometimes, but not 4 or 5 times a game. It is possible to see blood come out and register as a hit and not kill them, that's why you aim for the head.
3. Because you quit. And when you agree to quiting, you agree to getting an XP pentatly. A way to avoid this? Don't quit from a game, or don't join a Matchmaking game. Plus, it's just XP, it's really not that big of a deal.
4. Quite the contrary, the sniper has a perfect fire of rate now. In Halo 2, the sniper was pretty over-powered with the auto-aim and the easiness of getting headshots. Slowing the sniper rate down promotes fair game play. It takes a while to get used to but it becomes easy afterwards.
5 .......?
6. Bungie is not to blame if your teammates suck going into Matchmaking. In fact, they've been saying since Halo 2 that if you are worried about going into Halo 2 with bad randoms, the only sure-fire way to get good teammates is to go in with friends you find to be skilled. It's the easiest solution.
7. Because Bungie is looking for the best game possible and most enjoyable game that they can find at the time.
8. Do you have patience issue's? Just wait, it takes a while for everyone to load the map. The maps in Halo 3 are so much more detailed with high resolution textures. Halo 3 maps are so much bigger than Halo 2 maps in memory, thus making it longer to load.
9. Because it is set to if you veto Team Snipers, that you will get Shotty Snipers.
It's time to start thinking about these things before you complain.
