No, the elites where degraded by the prophets, because the brutes where easier to control.

because elites already failed onces
so the prophets send brutes to be totally sure

You got a point because in the timeline, Master Chief has yet to kill the Prophet of Regret so that doesn't give Truth the reason to switch from Elites to Brutes.

Because they weren't?
Soon after Mombassa the Great Schism happend, which split the Covenant.

When the Chief was on the 2nd Halo, there was a battle between the Brutes and Elites.
The Elites were not pleased, and broke from the Covenant.

I might be wrong, since I didn't play Halo 2 for ages, but I think that is most of it.

When exactly is ODST? I thought it took place while the Chief was on the Second Halo, but I might be wrong.

Wait, didn't Regret mess up Mombassa when he left?
ODST is after that, right, since Mombassa was in ruins when he arrived?

Also, in the books Brutes were in some parts of Earth early in the attack.
