The Superintendent is an AI, so he might go Rampant, but I doubt he will be a big threat if he does, all the ODSTs would have to do is storm the ONI building they already saved by blowing the bridge, and take out the SI's mainframe. This is not the case, however, since in the cutscene before Dutch's Flashback begins, you see the ONI building destroyed, and the bridge blown, as well as no sign of any other ODST.
If you listen during Dutch's mission (all the gameplay videos) after they set the bombs, a guy says "Super; unlock the keypad!" and the SI responds with "Keep it clean, Respect Public Property!", and refuses. The marine says something else. They blow the bridge and the SI says "BRIDGE TOLL ACCEPTED. HAVE A PLEASANT TRIP."
Maybe this is a sign of defiance from the SI, just like Guilty Spark when threatening to destroy Halo? The SI's primary function is to protect the city, and destroying public property doesnt feel like protecting it to him. But when the realization that Covenant were coming dawned on him, he knew that to save the city he would have to blow up part of it. If he had outright refused to blow the bridge, than it would be defiance. This is just him following protocol, which he then gave up. This shows that he has the capacity to not go rampant. If he were going rampant he may have tryed to harm the marine in some way.
perhaps, but remember, this is only the very first mission.
We see the city in fairly good condition in that flashback, but then goes to ruins. Perhaps the SI finally does get tired of the destruction, and ends up doing something extreme.
and just a reminder. The SI most likely won't go "Rampant" as we call it, because rampancy is when an AI "thinks itself to death" basically. it gains too much information, can't store it all, and tries to function as a real person. The SI cannot do this, as it is only a "dumb" AI
