The Halo 3 ODST trailer (Found here) made me ask myself this:

If Regret's ship flew away after leaving New Mombassa destroyed, why would someone send forces there? Any Human resistance would have been destroyed anyway, so why would the Covenant send their precious military there?

The covenant were still trying to take over earth as it was the humans home planet/colony. Regret was told to retreat not the entire armada.

Well, they're probably looking for the Ark, since this takes place before Halo 3. And otherwise, most of the city is still intact, the slipspace rupture wasn't as much of a Nuclear Explosion as it was an EMP. It still leveled a lot of the city near where the Cruiser jumped, but there's lots of human survivors still down there. The Covvies have to go down and exterminate as many survivors as they can.

Most ODST's were probably going to infiltrate Regret's ship. Rookie's squad was going for something we don't know much about. Probably something doing with the ONI.

You got it all wrong. Covenant forces weren't sent into New Mombosa to get rid of the ODSTs. The ODSTs were sent in to get rid of the Covenant forces.

The city was Covenant-occupied. They had probably turned it into their base.
