Dude, have you even read any of the books? Or even played the game? There have been TONS of times where a SPARTAN has been flown/or dropped in a pelican.
Here are a few to jog your memory:
1) Halo 1: Truth and Reconciliation: MC and Marines dropped by Pelican.
2) Halo 1: Silent Cartographer - MC dropped by Pelican.
3) Halo 1: Assault on the Control Room - MC dropped by Pelican.
4) Halo 2: Outskirts: MC's Pelican destroyed (but he was onboard)
5) Halo 3: Sierra117: MC and Marines picked up by Kilo 23.
6) Halo 3: Crow's Nest: MC and Johnson dropped off my Kilo 23.
7) Halo 3: The Ark: MC dropped off by Kilo 23 on the Ark.
8) Halo 3: The Covenant: Opening cutscene: Dropped off with ODST's at level start.
9) Halo 3: Cortana: Flys Pelican from flood infested High Charity to Installation 04(II)
10) Halo 3: Halo: Crash lands Pelican on Installation 04(II)

In the Halo novel "Halo: First Stike", the beginning of the book follows Red team, who was lead by Frederick (SPARTAN 104). They were supposed to protect ground based generators that powered Reach's orbital Super-MAC guns.
My point?
They got onto the planet via (you guessed it) Pelicans. And yes, I said Red TEAM, so there are more than one SPARTANS onboard.

Halo Wars. Yes, this point is a little irrelevant, but in Halo Wars, you can create three Spartans. You can transport all three at ONCE via PELICAN!
And I believe in the 4th or 5th mission, you get a whole squad of around 8 Spartans, which can, again, be transported via Pelican ALL AT ONCE!
So, yes, it is VERY possible to transport SPARTANS with a Pelican. If you like, I could find the statistics of the Pelican.
BTW, I'm sure there are more than ten times that Master Chief flew in a Pelican, as well as other Spartans.
