it has always been there, they are rare though, so you didn't have one to use on halo, or during halo 2

Well, the events of Halo 3: ODST are only a few weeks before the events of Halo 3. So, I would imagine it existed then.

As said before, was always there. And who needs a spartan laser for boarding a covenant vessel, flying it into covenant teritory and kidnapping one of the prophets.

The timeline issue is one thing, but it seems like the nomenclature is a horse of a different color. I mean, c'mon. Spartan Laser? Isn't it made for Spartans? Hence the name. Maybe it'll be called:ODST Laser. Hmm... doesn't have quite the same ring to it. I dunno.

Brutes also have their new armor. i understand the were not allowed to use armor around elites, but the brutes on Earth in ODST have it, while the brutes in the final missions of halo 2 still don't have it, even though they are guarding an important installation.

It was invented before even Halo:CE, its just you didn't have access to it in the first 2 games because it was on the ship you started on. Well, thats just the storyline explanation they give. Its really just cause Bungie didn't think of it until Halo 3. Just like they didn't have BR's and SMG's in Halo:CE, they weren't on the Pillar of Autumn, but they had been invented.

this is true of the SMG, but in the First Strike book (which takes place in between Halo CE and Halo 2) Dr. Halsey does say that the BR is a newly developed weapon when the Spartans inside Reach find them

Because it, along with the majority of weapons, vehicles, and equipment seen in the Halo games, have always existed. We just don't see them all in the same game.
