Due to the many speculations about the two supposed Spartans, But I am here to suppose a totally new theory so hear it goes.
Sierra 320, obviously a girl.
"This is Sierra 320, prepped for combat insertion."
Sierra 259, the guy.
"This is Sierra 259, you've got Spartans on the ground, sir, we're not going anywhere."
Okay so now that I got that out of the way, time for my radical new theory. They are Shortsword Pilots.
Think about it, Sierra is used in the military for anything that starts with S, not just Spartans.
So Maybe they are Pilots, Sierra 320 makes sense, the whole "prepped for combat insertion" makes sense. But then we get to Sierra 259
That is the sentence that many people got to thinking that they are Spartans, the whole "we're not going anywhere" thing. But think about.
Maybe the two are partners, sent down to help the Spartans in there mission. But the jumble in between the two talking, there are some, what I take to be Spartans, talking about there situation.
Unknown Voice 1, not Spartan
"What the Hell was that?"
Unknown Voice 2, Spartan
"We're coming in hot, hold on!"
Unknown Voice 3, Spartan
"We just lost our bird."
Unknown Voice 4, Maybe Spartan,
"Oh my god,"
Unknown Voice 5, Maybe Spartan, possibly John, asking his team,
"What the hell is happening down there?"
Unknown Voice 6, not Spartan,
"There are still people down here!"
Unknown Voice 7, Maybe Spartan,
fragments missing, did my best, "I just dropped off my unit."
Unknown Voice 8, Maybe Spartan,
"We have just been over run, holding our position for as long as we can."
Unknown Voice 9, Possible Commander,
" I need you in that fight Noble One... Noble One, come in... Noble One, do you read me?"
Then Sierra 259.
There that is the whole skit except for the opening few people talking.
Suppose after the Spartans hit the ground, they took radio silence and didn't answer the direct question to The spartan squad Noble one. Then the Guy pilot relays the information to the Commander that the Spartans are on the ground, then says that they were going to stay and help, "we're" referring to Sierra 259 and 320
So, that is my theory, tell me what you think and please go easy on me

Gunny pointed me to another interesting tidbit.
A Pelican Dropship in Halo 3 was labeled as Echo-42, not Papa-(Military slang for P)42
That would mean, as pointed out by Gunny, that Those could just be names and they could be anything.
