One of the biggest problems with Halo 3 was the lack of enemy diversity and character. Brutes suck. Their power armor is lousy, their maneuvering is shoddy, their combat dialogue is weak, and their ranks are too few and too obvious.
One of the brightest spots (for me at least) in the Halo 3 campaign were the few times I was allied with the Elites (separatists, for you Halo Bible toting people).
Not only because they're fun allies, but because they're just fun overall. I'm sure it's been pointed out elsewhere, but the overall decrease in campaign quality from 1 and 2 to 3 is at least partly due to the switch in enemies. With the power of the 360, Elites could have been made smarter, stronger, and tactically superior to their previous incarnations. In their place, we find a poor A.I. in the form of the brute, an engaging enemy for brief sections in Halo 2 (mostly because you were fighting with...yup you guessed it: Elites, on your side).
tl;dr
The presence of Elites is one of the main reasons campaign was fun in Halo 1 and 2, and the lack of Elites is why Halo 3's campaign was not.
