Not Onyx.
If it were Reach it would look obviously glassed. Rather, the surface of the planet appears to be metallic or industrialized. Though it is plausible, it does not in any-way shape or form fit into the established plotlines. Not Reach.
Rather, there is a greater solution; a solution that has been known since the first Halo.

In 2004, prior to Halo 2's release Bungie presented an alternate-reality-game called I Love Bees to hype Halo 2's release and give a more personal-touch to the story. In the I Love Bees plotline a central-concept is found; time-travel. An A.I. from the year 2552 had accidentally been sent-back to the year 2004. The manner upon which the A.I., Melissa, was sent back is incredibly noteworthy simply because of how much it parallels Halo 3's closure. "When the Deep-Space Artifact created a Slipspace explosion on return to Earth, she was blown apart, with some parts being transmitted to Earth of the present and others being thrown back in time to the Earth of the early 21st century." Some parts made it back to Earth. Some did not. The Arbiter made it back to Earth through the portal, Chief did not. There is a solid parallel here.
Bungie's second major alternate-reality-game, the one prior to Halo 3 called Iris. One of the pieces of content obtained from the Iris plotline was an image called infestation.jpg. Here is the image compared to the planet at the end of Halo 3. The image, which, according to the Iris storyline, is 100,000 years old. It seemingly depicts an event seen shortly after a failed slipspace-jump in the year 2552, the one at the end of Halo 3. The implications of this are solid. Chief is no-longer anywhere near humanity in-general. He is likely hundreds of thousands years in the past when the Forerunner were still around.
