According to the books, ONI monitored 150 subjects for the Spartan II program, each got a number: John 117, Fred 104 and so on. then they piced out 75 of them who kept their orignal number and was enlisted. Out of these 75 only about half survived and not even all of them was suited for action.
The 150 monitored had the right genes for the project and so a second class would most likely use at least some of them perhaps some more but 259 is a bit high even for a second class.
