We may not know who the characters are, but I can say for certain that all of the characters, except for the one holding the sniper are wearing the same type of armor, which is more similar to MJOLNIR armor as opposed to ODST or marine armor.
Need proof? Zoom in on the figures, and look especially at the shins, hips and knees. In the four that we can see these features, they are all the same, except for size. So we can say for certain that there are no combinations of soldiers, e.g., 1 Spartan, 1 ODST, etc. Four of them have to be the same soldier. But it would be safe to assume that the 5 figure that is kneeling with the sniper is probably the same type of soldier as the other four because of the helmet structure.
For the next part, I'm taking all the pictures off of halopedia.
Now lets try to figure out what these figures are not.

Based off of the marine's armor, these figures are definitely not marines. These soldiers appear to have armor all the way down their arms where marines do not. Also, standard marines do not have visors as these soldiers appear to have. And in general the marine's armor does not appear to be as thick as the figures' armor.
What about ODST's?

After looking at these pictures and many other pictures of ODST armor, I am ruling out the possibility that the figures are wearing ODST armor. ODST armor does not appear to be as rigid as the figures' armor for starters. Also, the hip region of of ODST armor is not even close to that of the 4 figures.
This leads me to believe that the armor that the figures are wearing is some sort of MJOLINOR armor. It may not look exactly like any version of the armor that we have ever seen, but the figures' armor more closely matches MJOLNIR armor than any other UNSC armor that we have ever seen.
