Thanks to the lovely folks at Halopedia I am able to present you with this theory.

According to the article for the Office of Naval Intelligence (ONI)....

Section 1
The main intelligence-gathering section, and the foremost provider of electronic intelligence for the UNSC. Covenant ship movements and force deployment, evacuation notices for colonies, deletion of data for secrecy purposes, and much more are all done by Section 1.


Considering there is an ONI headquarters in New Mombasa, and that when The Rookie visits it 6 hours after the drop it is destroyed, I believe that DARE was sent in to destroy vital UNSC data before the Covenant got access to it.

Now...what might ONI be trying to cover up?

Any thoughts?

Not sure, it is pretty odd that the UNSC needs to protect and Oni building even after the Covenant have found Earth. I guess you would want to protect the remaining locations of the the colonies but they must know they would be doomed eventually. It does cause for interesting speculation for what they could possibly want to protect.

Was about to post a thread regarding this, however, I believe Section 1 has a deeper, more secretive plan. If you flip through the books, numerous times Forerunner ruins appear, already excavated by humans, but there's not much known of them publicly. Most of it however, leads to Section 1. For all we know, ONI may have already known about the Arc (Or at the very least, the portal to the Arc) and Dare has been sent to secure it.
