will i still be able to get the johnson code if i already pre-ordered it not from game-stop? because I live in canada and i pre-ordered it from my local video store called movie gallery....

If that local video store is a part of the "johnson promotion," then yes. However, I doubt that considering the locality and type of store you pre-ordered from, so if you really want johnson you'd better just go with gamestop.

yea i might cancel my pre-order and go to game-stop and bungie stated

"Ready to enlist? Sign up early by pre-ordering your copy of Halo 3: ODST at select retailers and get a token to unlock Sgt. Johnson for use in Firefight."

they said SELECT retailers. so i might as well order it at game-stop.

But my friend told me that at game-stop it cost 70$ and at the video store it costs 60$, i dont want to spend an extra 10$ just to play as a different character... Does it cost 70$ there?
