No. No it wouldn't. Halo was meant to be an FPS. Halo Wars kinda pushed it with the whole RTS. I realize it was a pretty big hit, but seriously, IMO it was only a big hit because is was a Halo game.
If Reach was an RPG/RTS/TPS(possibly), then it would only be a big hit because of the name and/or the story. People would buy it, play it through once or maybe twice, play some multiplayer, but then go back to the FPS's multiplayer.
No, no multiplayer. Single only. Explore the planet. Go through training. Fight amongst your partners. It would be epic. That might be, but what about the huge large-scale battles?
I certainly wouldn't mind the story progression being handled like they are in RPGS, however I don't see how leveling would work in a Halo game. The Spartans are what they are, the same goes for every soldier in the UNSC. Now if you were gonna change the format from ground engagements to fleet engagements I could see this work. You start out as a crewman and work your way up the latter to command your own ship. But again within the Halo universe it would be a tough implement.
Personally I thought the RTS format worked out rather well, all things considered. Sure there are improvements to be made, but they did a really good job with it, especially it being a console RTS.
