Maybe because it is an expansion...

It has the same multiplayer matchmaking just a new campaign.

Because Halo 3: ODST is classified as an expansion to Halo 3. It lacks Match Making so it's an expansion. Therefore it shares the name.

Mizzou 2009-2010 Starting Line-up

It's a campaign expansion, not a new game. If it were a new game, it would use a different engine than Halo 3, would have tons of new features (not just a new survival mode), and wouldn't be 3-5 hours long.
