ODSTs should not be able to hijack vehicles, dual wield, use Brute Shots, use Energy Swords, use Gravity Hammers, or use Support Weapons. That said, Miranda has dual wielded. Marines have used Flamethrowers. And a Brute Shot might be a logical weapon for a human to wield as we don't know how heavy it really is.
As for the Turrets, it should be assumed that they are too heavy. Energy Swords could be usable but since Humans aren't as nimble as Spartans or Elites, it's worthless. Gravity Hammers should be considered too bulky to be used. I really don't know anything about hijacking but it would be stupid to think that a human could knock a Brute out of a Ghost.
As for Spartan Lasers, those are most likely usable by Humans. They're big and bulky but can still be wielded. Marines and ODSTs could use them in Halo 3. So I see no reason why Dutch, being a big guy, could not use one. Though I think a Rocket Launcher would probably be enough for an ODST squad...
As for people complaining (like you) don't pick those weapons up! Holy crap, why is it that simple? Just be like "Kay, guys. Let's, like, not go Spartan style and avoid picking up Turrets and Gravity Hammers, kay?" Problem solved! Given the other things you have available to you (Automag) there would be very little reason to use those weapons, anyway. You'll probably get ganked in Firefight regardless, right?
As for playing as nameless ODSTs, it makes perfect sense. They're not apart of the story, they're just your friends playing with you. Maybe you should learn more about the Halo universe (or simply go back to English class) before you start ranting about things? The game is perfectly fine the way it is. Something are incorrect for gameplay purposes. You, as the person playing, can decide if you want to charge an enemy position with a Gravity Hammer or use stealth and teamwork with your Automags to get the job done.
