After much discussion in a similar thread, I decided to make this thread in hopes of finding the answer to the question:Is the ODST we will play as in Halo 3 ODST actually a Spartan secretly working for ONI?
Before answering, take the time to read (this post) by opogjijijp discussing the possibility of Johnson being a Spartan. I believe this proves that there are actual Spartan I's still alive and fully functional.
Think about it;Why is an ODST being called The Rookie instead of having a name like his fellow squad mates? He may actually be a "rookie", which means he is new to the job. What I'm implying is that ONI, or any other organization for that matter, could have deployed someone to go undercover and pose as a "average, every-day" ODST.
We know that the Spartan I program was a very hush-hush topic and was described as unsuccessful. This is what the government wants the people to think but I believe there were a few who were deemed "successful Spartan I's". What I don't understand is why they would want to keep it a secret from the public. Is is because they only save them for top secret missions such as the one the ODST's undertake in H3:ODST?

This Marine was recently transferred from the 26th MEF, part of a Rapid Offensive Picket that suffered near-annihilation at New Jerusalem, Cygnus. Like most ODSTs, his actions speak louder than words.
I also noticed the Rookie's service number. The ODST's seem to have a series of numbers and then the initials of their first and last name(Edward Buck=92458-37017-EB.) The Rookie's service number ends with the letters JD. Who could he be?
*EDIT:There is much controversy surrounding the fact that many of you think in order for the Rookie to be an Spartan I he'd have to be "really old." I personally believe that the name "Rookie" would be a nice cover up if the person really is old.
But just because he/she is given the title of Rookie doesn't necessarily make him/her young. Read the BWU from 11/21/08.
And no one would suspect him to be an Spartan I since he/she would be so young right?
How about this idea:The Rookie is a Spartan 1.1, the child of a Spartan 1.

Some facts about project ORION/The Spartan-I program:
In order to deal with increasing civil turmoil the Colonial Military Administration had secretly launched Project ORION back in 2491. The purpose of the program was to develop super soldiers codenamed "Spartans," who would receive special training and physical augmentation.
The Initial effort was successful, and in 2517 a new group of Spartans , the II-series, had been selected as the new generation of supersoldier.
Project ORION, the original SPARTAN project - the first attempt by the Colonial Military Administration to create and train teams of super-soldiers for covert military operations in the Outer Colonies - is deactivated. Though the Spartans are effective, their abilities fall short of original expectations, and they are far too expensive to develop and field. The soldiers in the program are reassigned to various special operations units.

People keep on pointing out how being called "Rookie" immediately rules out him being a Spartan. He could be just a new ODST, or new in the unit, hence the nickname. Maybe he just joined the unit and no one else in it knows him. Maybe they haven't seen him out of his helmet. They might not have seen him in action yet. Any of these could be the reason for "Rookie."
And for all the people who say "HE IS AN ODST! OMG!" who says that Bungie is telling us the entire truth? An ODST is just a job description. If a Spartan became an ODST, wouldn't they be called such?
I don't know much of the intense specifics on the background of Halo, but I'm just pointing out logical possibilities. Take them how you will.
