I beleive that this theory is probably correct, and I'd like to add a few more supporting points.
For the age thing there is a very good reason why the rookie may still be young: Cryogenics. Non-essential UNSC personel are put into cryo sleep during slipspace jumps, and your body dosen't age during this period, meaning that military personel often live a lot longer, especially if they spend a lot of time jumping between systems. The chief is actually over 60 in the events of halo 3, but he still has the body of a 30 year old because of all the time he has spent in cryo.
The Chief is actually in his early 40s during the events of the Halo trilogy, not in his 60s. And yes, while it is true that people go into cryosleep during slipspace jumps, most of those jumps only take a matter of weeks, or at most a few months to get to the extreme outer colonies. Though the jumps would definitely add up over time, I think assuming that marines spend decades in cryo is stretching things a little. I suppose it's possible in certain cases, but it's certainly not the norm. Furthermore, the Rookie only joined the marines in 2547 (just five years before the games take place), and was previously a student, which would imply that he is relatively young.

This next part is based on the ODST name change trailer. The superintendent is watching the rookies vehicle crash, and at 0:56 seconds he estimates the fatality rate at 99.99%
The superintendent then attempts to identify the vehicle, and runs the vehicles ID through the new mombassa police department database, and finds no match. He then runs it through the UNSC database, and then has his search terminated by ONI, and his data core is shut down. Obviously someone dosen't want the rookies identity being known.When his data core comes back online, and we next see the rookies pod at 1:34, the fatality estimate is at 00.52%. Obviously the rookie is something more than human, as he can easily survive crashes that would have killed a normal human with ease.
Remember that the Superintendent is a "dumb" AI, and has limited self-awareness and understanding of events outside of his main programming. In the trailer you can see that he interpreted the Rookie's impact as a typical car accident, and as such estimated that the Rookie's chances of survival were low. He didn't understand that the vehicle that crashed was a military-grade, reinforced drop pod, and thought it was simply a car. Once the drop pod's hatch begins to open however, the Superintendent realizes that there are still signs of life and adjusts his survival estimates accordingly. It's not that the Rookie is a Spartan, it's just that the Superintendent misinterpreted the crash.
I would also suggest that ONI's termination of the Superintendent's search has nothing to do with the Rookie specifically, and more to do with the mission as a whole. Remember that Dare is an ONI officer, and had the Rookie's squad transfered to her command for an unknown mission. She didn't even inform the other members of the squad (apart from perhaps Buck) what she really had in mind for them, so it would make sense that ONI would not want a civilian AI to learn too much.
