Subject: Why doesn't the Rookie just use the Superintendent to find his ...

The Superintendent controls most of the City, why can't he get a tape of the squad and show it to the Rookie? The Rookie is welcome to sign into the Superintendent, how come he doesn't send messages to his squad?

The SI was damaged, so he isn't fully functional. Anyway, thats pretty much what he does. He marks points on the map on your PDA that he deems interesting for you to go check out. Not to mention he's not like Cortana, he's a "dumb" AI.

ODST: Super, open the keypads!

Superintendant: Please Respect Public Property!

ODST: If you don't open those keypads, your data centre is gonna be crawling with Covenant!

Superintendant: Keycard Accepted.

I may have got it a bit wrong, but thats the jist of the scene.

He isn't that damage, he controls every sign that the Rookie passes. And the Rookie got into his system when he'd answered the phone.

He is damaged, but he does appear to be helping the Rookie. Perhaps he is helping him specifically to locate the other ODSTs but we just haven't seen enough yet.

Or he really isn't helping the Rookie and thats why he is called "Rookie".

He doesn't know exactly where they are, when you first access his datathingy, it gives you the map with possible locations of where squadmates are.

Thats basically what he's doing. The SI is who marks the locations of the clues on your map, probably because he doesn't know exactly where they are. All of his cameras and whatnot are not going to work fine after an explosion like that.

In a way, but he says "RESPECT PUBLIC PROPERTY.", then you persuade the SI to unlock the control panel and detonate the charges. After you activate the charges via remote, he also says "BRIDGE TOLL ACCEPTED. HAVE A NICE DAY."

he said it.
he's an AI made to protect the city.
he didn't unlock the terminal because they would be damaging public property, which is an offence. keeping offences from happening is one of his primary tasks.
that's why when Dutch or whoever says "hey super, if you don't unlock the console the city's gonna die" (something along those lines), then he unlocks it.

to OP: alrighty, let's see. EMP from jump killed, say half the city, alright?
that's half of the SI's funtionable parts damaged.
the rest is damagesd byt later events (whatever happens to Dutch, etc)
now then, cameras usually brake alot easier then fancy high grade moniters and power generators.
it could alo be that his camera programming was destroyed during the inital jump EMP. so he cant use them, or at least relay videos, making them just eyes, nothing more.
