To be honest, Elites are WAY stronger than Brutes. In Halo 3, Brutes could take my shields to an extent, but never really killed me with one fell swoop. In Halo 2, however, Elites could melee me with a plasma rifle (while I have full shields) and instantly kill me.
These were both in "Normal" difficulty.
Also realise, that the transition from Halo 2 --> Halo 3 had no armor or shield change. Thus, I've come to realise, that Brutes are significantly inferior.
But anyway, though I do have an intense love for Elites, I can't wait to hear them gurgle once more under my boot! (God, I feel horrible now...)
Actually the brutes are much stronger than the elites. Sorry to burst your bubble.
But once their health is gone, it's gone. And where an Elite would pull back into cover and regen their shields or try to flank, Brutes usually get pissed and charge you balls to the wall style. They might be stronger, but they aren't as smart or dangerous as the Elites.

Even if Elites are in firefight it bugs me that they are not in campain according to the Halo timeline Elites are still with the covenant so why aren't they attacking the UNSC?
Game limitation, I don't think they have enemy AI programmed for the elites in the Halo 3 engine. They probably could have taken the time to put it into ODST, but there were most liekly more important features and fixes to address before adding a new enemy unit into the Halo 3 sandbox.
I'd much rather have a firefight survival mode and the new weapons instead of a few Elites in the campaign. It's all about priorities.
