If it is not a new game engine then Bungie would be cheating. It cant truly be a "new" game if they don't contruct a better game engine. That's just my opinion.

Halo 3: ODST isn't a new game, then?

Although ODST has enough content to consider it a new game (I think), it is an expansion. It took less development time than Bungie's normal 3 year projects. For example: Halo 1 was released in 2001, Halo 2 in 2004, Halo 3 in 2007, and Halo 3: ODST in 2009 (This is all from memory so if anything I said is false, please feel free to correct me).

I'd be willing to bet it's a new engine. Think about it, why would they need the beta if it was just the same old Halo multiplayer experience. Bungie has been known for innovation. Halo: CE was revolutionary for it's time, and now that they are free from Microsoft, and can assume more creative control of it, I definitely see a new engine, and even some new gameplay elements. Still FPS though.
