Let's see what would be possible by the standards set by the original Halo trilogy (oh god, some terrible things rattled in my brain when I typed that sentence).
I found ways you could get about 16 UNSC AI battling with you, no framerate flaw or anything, and they were okay. You could easily bump that up to maybe 25, I guess, but would you really want tons of those buffoons running around next to you in the heat of battle?
Bungie is good with vehicles. Wraith bombardments are a natural ingredient in a recipe of epic proportions. And, with the human, Warthogs would just be zipping along the edges of the map, crashing into rocks, Grunts, and the usual UNSC marine: not good. And if there was a cliff it would be running of that as well...
The Covenant. Probably maxed at 60, at the most. In Halo 3 I have gotten to an area with 52, minimal slowdown. Would be crazy if Elites are here, Zealots running at you, Jackal phalanxes at the ready, and Grunts providing the usual support.
Following the philosophy of always moving forward Bungie will have nowhere to go but build on the existing standards, adding probably a dramatic skybox and some crazy soundtrack.
For Reach we might even have:
-more than 2 Scarabs running around
-the usual SURPRISE! Drone swarm flying at you
-scripted UNSC cavalry charge with AR's blazing and rockets flying
-Phantoms hovering overhead
and, of course
-the lone Pelican doing absolutely nothing
My hope is only holding out on that very last detail. Man, I hope it gets shot down, Bungie doing what both Scarabs couldn't do near the end of The Covenant.
