Its two problems really.
First of all, the game was sold to everyone from the get-go as an Expansion. When the game was first conceived, I bet it was never conceived as a full $60 game. However, as development pushed forward, the game started growing. Firefight came online. It became much more than that. In fact, even with a slightly shorter campaign, Halo 3: ODST is probably worth more than the $60 we pay for all our other games, including Halo 3. However, the idea of it being an Expansion pack still lies in many peoples' heads and hence, you get an Internet Firestorm.
Secondly, many people feel that they are being forced to pay for all the DLC maps as well. Well, that is true in a sense but problem is, many people have already invested the money in the maps. Meaning that in the Halo 3 Multiplayer side of things, all they are getting is 3 new maps. Its understandable how people can get angry with this but the problem is no one here is seeing it from the business side of things.
The game is not only being sold to those who already have Halo 3 but also to those who have Halo 3, no LIVE connection but who still play Customs with friends. Also, Halo 3: ODST probably will be bought by a whole new generation of Halo players who have never touched a Halo game, or at least Halo 3. Hence, the game is priced as such. For those people, this game is a steal. But for those who have already bought everything, it can be seen as a bummer. Its a matter of understanding and letting go a bit. Again, these are tough economic times we are going through and its understandable.
Personally, I've bought all the maps for Halo 3 and have no problem forking up the $60 for this game regardless. I'm just happy for more Halo and being able to support Bungie and their future games is a bonus.
