Yeah that would work, maybe their making reach so people who haven't read the books and dont know about the other spartans, do. So they can tell the rest of the story.

After Halo Reach, It's most likely to be Halo Contact Harvest

No it isn't. Contact Harvest dealt with a lot of internal affairs as far as the human race goes. Contact Harvest and Cole Protocol are probably the two novels that would be the most difficult to adapt to gameplay format, and for good reason. The novels shouldn't be followed. However, Reach was a huge part of the Halo universe in so many different ways, that it makes sense for them to go back to this.

Besides, we don't know what path they're taking it, either.

definitely for good reason, both books have about half an hour of -blam!- action. I wouldn't mind doing to the training mission on Contact harvest against Johnson and the other guy, Byrne I think or something like that.
