Survival mode was in the feature set for Halo 3 to being with. But Bungie had a lot of other things to do so that was cut. About 6 months after Halo 3 launched, Tim Williams worked with that idea by developing a prototype that ran in the final bit of Sierra 117, the bit where you wait for the pelican and rescue Johnson. After that, Paul Bertone got lars Bakken, Dan Miller and a bunch of other dudes to work on that idea and make it what is is today.
