From what I've been able to determine is that the Prophets usually have the Elites guard them, not the Brutes. So when Regret fled, he left Brutes to secure the area, and Elites to continue guarding him.

Only plausible conclusion. But still, I hope there's some degree of clarification from Bungie on the transition from Elites to Brutes.

Regret favored the elites, and mercy used them as his guard as they were the leader class of the covenant, yet Truth kept the brutes as his personal guard, the brutes in new mombasa were never left behind by regret but rather brought by Truth

Truth was never at Earth though at that time. So there must be even more of a Covenant hierarchy then that extends into the military.

Regret was guarded by Elites, but that doesn't rule out the possibility that he still had Brutes to command. Prophets have every member of the Covenant at their disposal.

true however bungie said that the brutes that are on earth were truth's fleet, regret apparently had the same dislike for the brutes that Truth had for the elites

maybe there's a part of this missing...

maybe Truth saw Regret's slip-up, and decided to send some of his fleet there.

The War is over... The Rain is falling...

To add to the Regret:

source: http://halo.wikia.com/wiki/Prophet_of_Regret#cite_note-Regret -13

Regret's Carrier deployed ground and infantry forces onto the surface of Installation 05, and set up a presence around a temple in the middle of a lake, from which Regret began his religious sermons.[13] He transmitted an apology to the Prophet of Truth, indicating that he couldn't have known that the humans would be there or in such force. Truth responded that only Mercy had spared him from public condemnation. Nevertheless, High Charity and the Second Fleet of Homogeneous Clarity rushed to the new Halo, and a flight of Phantoms was deployed to rescue the Hierarch.[14]

In Amber Clad arrived in system soon after and deployed ODST forces on Installation 05 along with the Master Chief to locate and kill Regret. The operation was a success, with the Spartan breaking through Covenant defenses, killing Regret and his bodyguards. Soon afterward High Charity made a jump to the ring and ordered one of the nearby ships to use its Gravity Lift to destroy the temple, nearly killing the Spartan and leaving Regret for dead.[14]

Regret's body was later assimilated and reanimated by the newly formed Gravemind. He expressed annoyance with another captive of the Gravemind's, 2401 Penitent Tangent, and reacted to the presence of the Arbiter, warning him to forget any heretical suggestions made by the Monitors and the humans and to pursue the Great Journey. What remained of Regret was destroyed with the Gravemind when the replacement for Installation 04 was prematurely fired by the Master Chief and Cortana during the events of Halo 3.
edit Gameplay

Regret has shown his reckless nature more than once. Being the youngest of the Hierarchs, he tends to act rashly without thinking. In Halo: The Cole Protocol, it caused a lot of trouble for Thel 'Vadamee and the Prophet of Truth when he ordered his forces to deal with the humans at the Rubble and the Kig-Yar trading with them. In Halo 2, upon learning the location of the Ark, Regret sped to Earth with an insufficient fleet, most of which was decimated with the station Unyielding Hierophant by John-117 in Halo: First Strike. Nonetheless, he persistently headed for what he thought was an easy unlocking of the Ark. This mistake had eventually cost him his life on Delta Halo.
----------------------------------------------------------------------

So in a nut-shell Regret was impatient and sent his fleet to Earth. He got his ass kicked and retreated to the new Halo. He didnt know about the Chief following him so he deployed his men on the ring and called for help. Truth and Mercy warped in to try to save him, (thats y they dispatched the phantoms to try to save Regret) but the chief killed regret... the phantoms turned around and a nearby ship destroyed the temple and left the prophet for dead...

almost immediately following Regret's retreat, The Prophet of Truth brings his Fleet led by the Brutes(truth's favored troops) to earth and attacks again, this time they stay to uncover the ark. these Brute led covenant forces are now patrolling new mombasa.

EVENTS OF ODST HAPPEN HERE

Correction ODST takes place during halo 2. so ODST is likely concluded by the time truths fleet arrives. And its a good question as to why there are no elites, im certian not all of them made it to regrets ship, not to mention that the great schism is about a couple weeks ahead in the timeline sooooo we should be seeing brutes led by elites, which could lead to some intersteing observations. For ex. A zealot and chieftan get into a scuffle about leadership before/during encounters
Zealot "all troops hold, we know not there numbers"
Cheiftan "**** this; attack!"

if you look, all the events listed here take place during halo 2. this timeline is correct. and actually is paraphrased from a bungie weekly update.

There should still be stragglers. I'm sick of lazy story telling covering up lazy programming. I'm gonna go play Mass Effect instead.

lol Mass effect = the best game story EVER (IMO, it also has great gameplay) as far as a shooter goes... halo has a very deep story, not as good as mass effect, but a good one

I love that people are still debating this topic, even when it has been confirmed by Bungie. Idiocy has no limits here, apparently.

Truth finds out that the humans were waiting for him because Regret had failed. to punish regret for his failure he personally goes to delta halo leaving his forces at earth, taking Tartarus with him to kill Regret. The Prophet of Mercy also moves to delta halo with his fleet and high Charity.

Truth then takes the death of Regret and uses the fact that the Chief was there to blame the elites for the death of regret, and throws them from power, to place his men (the brutes) in the leader caste of the covenant.

I'm not sure I agree with that. I think Truth was aware of the humans and Regret's failure, even knew that would happen, which in turn would cause the cleansing pressure wave.
The same way he knew Chief was going to kill Regret.
He simply went to Delta because that's what a "good" leader does, and unofficially to make sure both Regret and Chief die. Plus the index and control room were on Delta.

Not trying to feed my story. I just like to think Truth was a true mastermind, which makes the Halo3 version seem really tame and shallow preacher.

Yeah, to be honest I've played Mass Effect to death. I did a whole playthrough recently after getting 1050/1050.

Halo does not have a very "deep" story anyway. It's just a bunch of summer action movie plots tied together and thrown in space. There are no moral dilemmas outside of good-n'-evil, and none of the characters give any real reaction to what's happening. I mean come on, if we just found out how our species got to Earth, don't you think the logistical and spiritual implications would have ground-shattering effects for everyone who knew? And that's never been dug into. It's just a very neutral, very boring, action plot with no edge to the story telling. If it doesn't piss off one of the major news organizations or political or religious groups of the world, it's probably not an interesting plot imo. Just because it has multiple stories doesn't mean it's deep. Sure it was pretty big for a video game in it's time, but the industry needs to stop measuring the depth of their plots against space invaders if they ever want to be taken more seriously than that.

Only reason why Elites aren't in ODST is because it is possible to explain and having Elites as enemies would have added more work.

Not like I am blaming Bungie for being lazy, it is most likely the best approach for a expansion.

Truly.

At first I thought Brutes in Halo2 were going to be like Hunters - a special force, but a lot more common than Hunters. About 80% Elites - 20% Brutes.
So it would have been cool to face both of them at once, which never happened. But it requires more work and is explainable like this. Otherwise the change should be explained in-game. Suddenly Brutes start to kill the remaining Elites and ODSTs has no way of knowing why.

that's just it, the core of this is there are no elites on earth at the time of ODST as Truth was already setting the wheels in motion to get rid of the elites and replace them with brutes, even before regret's death

Actually, Truth only said that he would spare Regret a public display of thier contempt. He never said he wasnt going to kill him. Truth is a Meglomaniac. He would definitely kill Regret, even just to increase his power as a member of the Covenant"s High Council.

exactly what i was saying, he still planned to kill regret, just not publicly, he did it on delta halo rather than taking him to high charity and executing him.
