The game is ODST. In it, you play as a ODST not a Spartan. A lot of what you have asked for is related to your experiences playing Bungie's game where you run around in a Spartan suit. This isn't that game.
The reason your hud is different is because you are looking through different equipment than what a Spartan uses. The reason you can't dual wield is because you lack the strength, seeing as how you aren't a Spartan, to do so.
As for the location of the Medals (when earned). I agree with their new position. Bungie moved them as a function of improving your visibility of such by not asking you to shift your focus from 'center screen' to 'left of screen'.

7' tall and weighs in a 1000 lbs when in armor... That's one half a ton. That is about 1/4th the weight of an average automobile. That is also about 4-5 times as heavy as the average ODST. Make no mistake about it. In a fight, a Spartan would make mince meat out of even the greatest of ODST without even breaking a sweat.
Read the Halo books. Spartans were created to save humanity. A single Spartan is more valuable than an entire fleet of UNSC ships/units. It will be fun to play as a ODST. However, do not try to make such into a Spartan. The two will never be equals.
in the first book MC gets in a fight with some helljumpers when they are both in the gym ...needless to say , MC kills them with his bare hands
dude i loved that scene because he's confused cuz weights are too easy to pick up and the helljumpers seemed really slow from his point of view
