Even though the game is finished, there is still tons of things that need to be done. Microsoft needs to do their own testing of it, then they need to start publishing it onto the discs to be sent out.

Microsoft and/or Bungie (It seems Microsoft would probably handle this stuff) may need to ship and market and build up hype and maybe other things to.

making a game is only half the work. You have marketing and publishing. You need approval from ESRB, whatever europes company is. You need microsofts approval. Then they can start working on promotions, parties, and distribution. trust me that takes more than 3 months

Exactly.

By "finished" they probably mean the story and voice acting is all good, but there are still bugs and glitches in the gameplay that have to be tweaked.

And I wouldn't rush a game; it just turns out worse.

Exactly.

Bungie has said that they rigorously test their games. I would rather wait a few months for them to make it perfect.
