Sandtrap is not on Reach because Sandtrap is on the Brute planet. If you play Sandtrap, the map with the big spaceship, you'll notice that both the terrain and the setting are pretty much the same. Bungie already told us that Sandtrap is on the Brute homeworld.
Regarding Sandtrap, a popular thread on Bungie.net explores the reasoning of Sandtrap and its relationships with the other maps. Many players have used the Pan Cam feature to explore the Aegis Fate. Many theories have risen, including one that claims that Epitaph is one of the six towers. The thread has over 10000 posts.
However, these members forget that it has already been confirmed that this map is actually set on the Brute homeworld, and not on somewhere on the Ark.
But now let's analyze Sandbox, which nearly resembles Sandtrap in terms of setting. "This endless wasteland still holds many secrets. Some of them are held more deeply than others."
As we all know, Sandbox is set in the midst of a barren desert surrounded by many rolling sand dunes, similar to Sandtrap. Large Forerunner towers can be seen in the distance, just as the other map. Bungie hinted that, similar to Sandtrap, the Covenant may have also conducted archaeological excavations here. The map is based at sunset, with a ringed gas giant in the sky, and a setting sun on the horizon. This planet was not seen near the Ark, so it isn't on the Ark.
As far as l'm aware, Reach doesn't have a terrain like that. Seeing as your only evidence that points Sandbox and Reach together is with that one planet, then l'd say you don't have much of a point going.
Sanbox takes place on the Brute homeworld, just like Sandtrap. lt isn't on Reach.
