In a realistic stand-point... armor that was never meant for multiplayer cannot be added to multiplayer. Many threads like this have come and gone with the same answers and the same results. It won't happen.
In a story-line stand-point... The "Halo 3 Arbiter" was just meant to be a pawn of the Prophets. The armor is only given to those Elites who are going to be sent into suicidal missions and expected to never return. This is why in Halo 2, the Elite in charge of the Halo ring there was shamed and given the armor. The chamber was full of Arbiter armor, sure. However, in Halo 3 the Prophets are all dead and High Charity is destroyed. Therefore, the armor could not be replaced or salvaged. On top of that, you are playing an Elite soldier and not a shamed Elite of high rank.
This is why you do not have Arbiter Armor in Matchmaking.
Thats not it, Bungie just knows the so called "MLG" players are only aloud to play as Spartans because ether Elites suck or their to good (how ever you want to say it if you lose a match) So they knew only about 15% of players would dear play elite and face the hate of other gamers, so they said F-IT. Lets just put lots of work into making lots of kick-a armor for the spartans, and well we can't just remove elites, lets just slap some random armor on them and be done with it.
Personaly I think its really unfair. That would be like if in Gears there were 2 Locust and 8 humans, see what I'm saying? In a game were both characters play the same way and its just for looks, both characters should get the same amount of armor to make players of each happy.
I agree, with you... that is a strong point as well.
However, this is something that needs to be decided at the beginning or the creation process, sadly. The only reason Recon and Flaming Helm are available is because they are already in the game, just incoded so that they are non-accessable.
I'm sure that more armor would be added if possible after all the hype for more Elite armor perms. Though, by the same token, Bungie is busy with two new projects now so it most likely wouldnt happen for some time even if they could add more armor sets.
But yeah, Spartan armor seems to be the most popular. Probably because we are humans and the protagonist has always been a Spartan. ^__^
But anyway, nice points. I'm sure that had something to do with Bungie's decision to not create more armor for our Elite Buddies in the creation of Halo 3.
