I was once known as "the guy with all those cool ideas" back when not as many people posted on these forums, when it was easier to notice people before the influx of all these new fans after the announcement of Halo 3. With the announcement of REACH, I will be posting lots more ideas that I hope bungie will take into consideration while designing their next game.
Seeing how great a feature Forge was in Halo 3, we can only assume that it will be included in Halo REACH, most likely in a much-upgraded fashion. Along with editing the maps themselves, I think that it would be great if we could edit some weapons' functions.
Q: But how would we know which weapons are what? Wouldn't it get confusing?
A: What I am proposing is not to edit the weapons in the main sandbox, but we should get some new weapon models created specifially for editing. This way, we see the unique weapon, we know it operates under customized parameters.
My proposed skins should all be based on Forerunner design, similar to the Sentinel beam's appearance, to differentiate them from Human/Covenant weapons on-sight. To ensure that no weapon operates too strangely, there should be certain limitations to each one. There should be a different skin for each different weapon class:
Rifle (i.e. Carbine, Sniper)
Cannon (i.e. Spartan Laser, Rockets)
Support (i.e. Chaingun, Flamethrower)
Melee (i.e. Sword, Gravity Hammer)
If these features are included:
Equipment (i.e. Bubble Shield, Tripmine)
Dual Wieldable Sidearm (i.e. SMG, Magnum)
The way that this could be accomplished has been done by basement modders in Halo 2. All bungie would need to do is include all types of projectiles available in the campaign to be shot from out weapon (this is how bungie made the Scarab gun in Halo 2). The player would choose the projectile characteristics from the UI, creating their own weapons (which could possibly be uploaded into their fileshare and incorporated into other users' maps)

Melee Range (1 meter, 2 meter, 3 meter, 4 meter, 5 meter, 6 meter, 7 meter)
Stun (None, Yes, Only on Headshots, Only on Shields, Only on Unshielded opponent)
Projectile Appearance (Scroll through all available, such as tracer, plasma rifle, sniper, needler, etc.)
