Seriously, your getting a game with a campaign, lasting as long as Halo 3's approximately especially if you like exploring. You'll replay it multiple times, that alone will make up for a large amount of the price, say $25.
You are also getting firefight. Similar to Gears of War 2's Horde mode, which people are still playing today and will continue playing into the future. Firefight doesn't have repeating waves, so it WILL last way longer. I'd say that would be worth $30.
You're getting $10 in new maps as well as a chance to get Recon. Also, we will be getting access to the Reach beta. So that's worth $15 IMHO.
So we're getting $70 worth of content for $60(IMHO), and that's for people who've bought all the maps.
No I think that price analysis is wrong. If you purchase Gears of War 2 or the upcoming Modern Warfare 2, you get the horde mode, you get the campaign you get a ton of features, and you also get a full multi-player. Halo 3 ODST is lacking that full multi-player which is why I think there should be a $40 version without the old Halo 3 content (2nd disc) and a downloadable code for the new maps.
No $60 isn't a lot. But this game is going to suck unless your friends get it, and I doubt everybody's friends are Halo fanboys (despite what people say).
I will probably just pick this up for $40 a month after release on Ebay.
