Armor Lock isn't overpowered. You just suck at Reach :)

The elites were still higher up on the honor scale with the prophets, so when regret retreated, the elites left with him to protect him. The brutes, with the rest of the covenenant stayed behind though.

Beyond that, the main enemy in Halo 3 are the Brutes. Bungie would have to pretty much throw away all of the work they put into making them replace the Elites and would have to start from scratch to bring the Elites back to their former glory (there's only three generic Elite types in Halo 3 excluding the Shipmaster and the Arbiter). Just be glad there's an official backstory behind why we verse Brutes in New Mombasa.

well if they are charging $60 on a game whose engine is already built, they could take the time to replace brutes with Elites
