Exalted is considered "the highest" because you can't get any bans or warnings of any kind for quite a long time, which is harder than just being a member for a long time.

Bungie has stated more than once they made many changes to make this game more tactical. ODST's don't have as sharp of vision as Spartans and need technology to make up for it. This is where VISR comes into the game.

Is this just a cool new addition for looks or is it going to play an important tactical role for the Rookie?

How important? That's a good question. In the grand scheme of things, it's probably not all that important. For sure, the mechanics of the game will feel rich and unique because of it, but homelessness and world poverty will still persist despite it. The VISR will provide us a new way to play. But its importance would score a shiny zero.

Why So Serious?

We will soon find out.

In this demo he says he has to turn on his VISR to find the clue...

That to me says we need it to play.

"Anyone can give up it's the easiest thing in the world to do. But to hold it together when everyone else would understand if you fell apart, that's the true strength."

I for one think that's it's as vital as MC's radar. ODSTs don't have radars so the VISR is implented. You can also even find invisible brutes with it. (Awesome)
