In Halo: First Strike, we get to witness most of the fall of the planet Reach. 27 Spartans drop to Reach, 4 are killed in the fall, and 6 are left crippled.
The surviving Spartans move a short distance to the orbital defense generators, which power the Super MAC Platforms in space over Reach. They discover here 4 marines milling about a scene of carnage; thousands of dead Covenant and marines, all killed by UNSC-carpet bombing.
HIGHCOM panicked that the Covenant were getting too close to the facilities, so they ordered a carpet bombing. They bombed too close to the marines, and killed all but 4 of them. Charlie Company was led by two lieutenants (both KIA), and they were originally sent out by HIGHCOM to retrieve the NOVA bomb, but were re-ordered to defend the generators at all costs when the Covenant got close.
My theory
The man in the REACH teaser is not asking for "Noble-1," but he is asking for "NOVA-1," which would be one of the two lieutenants leading Charlie Company (the other would logically be "NOVA-2"). When the Spartans reach the facility, Fred is contacted by Whitcomb, who reports that HIGHCOM on the ground has been overran by Covenant.
While Fred was speaking with Whitcomb, it is possible that a second transmission came in from HIGHCOM in space (possibly from whichever Admiral was leading the space defense), trying to figure out what happened to "NOVA-1" and his marines which they needed in the fight to defend the generators.
In lieu of Fred's preoccupation speaking with Whitcomb, Spartan-259 could have answered: This is Sierra-259. You've got Spartans on the ground, sir. We're not going anywhere.
I will try to parallel the dialogue in the trailer with what happened during the battle of Reach:
Winter contingency has been declared. All units are mobilized and ready.
This voice sounds suspiciously like Captain Keyes' but I could be wrong. He could have been speaking about the Spartans aboard the PoA being ready to be deployed.
Sierra-320: This is Sierra three-two-zero, prepped for combat insertion.
The Spartans begin their combat insertion.
We're coming in hot. Hold on!
Could be Mitchell talking to the Spartans in the aft of the Pelican as they are being pursued by Seraphs.
We just lost our bird!
One of the Spartans, possibly Fred, reporting that their Pelican has been downed, and they end up jumping to the surface of Reach.
Holy God...

What the hell is happening down there?
HIGHCOM panicks, thinking the Covenant are getting too close, so they begin bombing the battling forces... Covenant... and the marines defending the fafility.
There's still people down here!
The Charlie Company marines (possibly NOVA-1) try to call off the friendly-fire carpet bombing, to no avail.
We're overrun. We'll hold this position as long as we can...
The remaining Charlie Company marines attempt to hold out after the bombing, but they are all (except for 4) killed by the Covenant stragglers.
I need you in that fight, "Nova one". "Nova-One", come in. "Nove-One", do you read me?
The man is asking for NOVA-1, one of the two lieutenants in charge of Charlie Company, originally sent to retrieve the NOVA bomb, but then repurposed to defend the orbital defense facility so that the fight in space could continue.

When the Spartans reached the orbital defence facility, Fred was talking to Whitcomb about getting him an evac. It is possible that while he was busy talking to the ground-side Vice Admiral, that the space-side Admiral Roland Freemont was trying to get in touch with NOVA-1, who was KIA in the generator bombing. Spartan-259 could have answered "This is Sierra-259. You've got Spartans on the ground, sir. We're not going anywhere."
