Hi!
The covenant did not, in fact know the had found Earth. They were looking for the Ark, not Earth itself, while they were on Earth. The found the Ark. There is no reason to believe they knew it has humanity's homeland.
Well they definitly would have found out when all the radio waves kept telling them "THE COVENANT FOUND EARTH" and everyone yelling that EARTH was going to be destroyed, which would have led them to believe they were on Earth.
They were probrolly shocked and there was most likely some chaos over there com lines from conflicting orders, for they did not expect to find humanity on earth. If they did, the would not have brought a fleet many times smaller than the one that destroyed Reach, and the UNSC would have lost Earth like they did Reach.
Thats why? Ok, i get it now, and can we keep to the subject please? ONI? Thanks
